USDA FSIS Translation API & Platform Modernization
Overview
Led a comprehensive 18-month modernization of the USDA Food Safety and Inspection Service (FSIS) digital platform as Lead Architect. This federal engagement involved scaling mission-critical infrastructure that handles national food recall announcements affecting public health, serving millions of users during peak events like Thanksgiving. The project achieved 70% faster response times, 40% infrastructure cost reduction, and zero downtime during multiple crises.
The Challenge
FSIS operates one of the most critical food safety communication platforms in the United States. The existing infrastructure faced several challenges:
- Scalability bottlenecks - Single-node Redis couldn't handle traffic spikes during national food recalls or holiday peaks
- Translation gaps - Federal mandate to serve diverse populations required robust multi-language support
- Reliability demands - System downtime during food recall announcements creates direct public health risks
- Legacy constraints - Aging architecture needed modernization while maintaining continuous service
- Security requirements - Federal systems demand stringent security compliance and threat resilience
The Turkey Calculator alone serves millions of visitors during Thanksgiving week, creating massive traffic spikes that the original infrastructure couldn't handle without blackouts.
Blacksky's Approach
Infrastructure Modernization
- Migrated Redis from single node to 4-shard cluster architecture, eliminating traffic spike blackouts
- Deployed on Azure Kubernetes Service (AKS) for container orchestration and auto-scaling
- Implemented Azure AI Translation services for federal multilingual compliance
Custom Development
- Built 6+ custom Drupal modules to extend platform capabilities
- Developed 5+ APIs for internal and external system integration
- Architected CI/CD pipelines using Azure DevOps for automated deployments
Operational Excellence
- Led approximately 26 after-hours production deployments across 3-week sprint cycles
- Established deployment protocols that maintained zero unplanned downtime
- Integrated Microsoft Defender for comprehensive security monitoring
Crisis Management
- Maintained platform stability during federal government shutdown
- Led security response during cyber attack attempts
- Ensured continuous operation of food recall announcement system through all crises
Key Accomplishments
- 70% response time improvement through Redis cluster migration and infrastructure optimization
- 40% infrastructure cost reduction via Azure resource optimization and efficient architecture
- Zero unplanned downtime during government shutdown and cyber attacks
- 4-shard Redis cluster replacing single node, eliminating holiday traffic blackouts
- 6+ custom Drupal modules built for federal-specific requirements
- ~26 production deployments led after-hours across 18-month engagement
- Millions of users served through Turkey Calculator during peak holiday periods
